Workers from EU/EEA countries must register with the police. Workers from countries outside the EU/EEA usually need a residence permit.
Foreign workers employed in Norway have the same rights as Norwegian employees.

If you intend to use a staffing enterprise you must use one registered with the Norwegian Labour Inspection Authority. It is illegal to use unregistered staffing enterprises.
Special rules apply for hired workers
If the hired workers are going to work in
construction, shipbuilding, cleaning,
agriculture and horticulture, you, as the
client, are responsible for checking that the
staffing enterprise guarantees the hired workers
the same general pay and working conditions as
those agreed to in relevant Norwegian collective
pay agreements.

If you use a foreign staffing enterprises, this must be reported to the Tax Administration.
At the Service Centre for Foreign Workers foreign nationals who are going to work in Norway may be issued a registration certificate, apply for a residence permit and tax deduction card, obtain a D number and information on rights and obligations as an employee in Norway.
